What is a PSW (Personal Support Worker)?
A Personal Support Worker (PSW) is a trained, certified healthcare professional who provides personal care and daily living support to seniors, people with disabilities, and those recovering from illness or surgery — all in the comfort of home.
PSWs graduate from an accredited Ontario college programme (typically 6–12 months) and are trained in personal hygiene, mobility assistance, medication reminders, and basic health monitoring. They are not nurses — they cannot administer injections or perform clinical procedures — but they are the backbone of home care in Ontario.
A PSW provides personal care and daily support. A Registered Practical Nurse (RPN) is a regulated healthcare professional who can perform clinical acts including wound care, injections, and health assessments. Many families need both — a PSW for daily support and an RPN for medical needs.
Step 1 — Decide what kind of support you need
Before searching for a PSW, be clear about the level and type of support required. Common PSW services include:
- Personal care — bathing, grooming, dressing, toileting
- Companionship — conversation, outings, activities
- Dementia care — structured routines, behavioural support
- Post-surgery recovery — mobility, medication reminders, transport
- Meal preparation — cooking, grocery shopping, dietary management
Write down everything your loved one currently struggles with — this becomes the basis of a care plan.
Step 2 — Choose between a private hire and an agency
You have two options for finding a PSW in Ontario: hiring privately or through a home care agency. Each has real advantages and disadvantages.
Private hire
- Typically lower hourly rate ($16–$22/hr vs $22–$32/hr through an agency)
- Direct relationship with the caregiver
- However: you become the employer — responsible for payroll deductions, CPP, EI, and WSIB
- No backup if the caregiver is sick or unavailable
- Background checking and credential verification is your responsibility
Through a licensed home care agency
- Higher hourly rate but includes insurance, WSIB, and payroll
- Agency verifies all credentials and background checks
- Backup caregiver provided if regular caregiver is unavailable
- Care coordinator manages scheduling and quality
- Receipts provided for insurance claims and tax purposes

Step 3 — Verify credentials and background checks
Whether hiring privately or through an agency, always verify the following before allowing anyone into your home:
- PSW Certificate — from an accredited Ontario college. Ask to see the original or a certified copy.
- CPIC Vulnerable Sector Check — not a standard criminal check. Must be renewed every 6 months for anyone working with vulnerable adults in Ontario.
- WSIB coverage — if hiring privately, you may need to register the worker with WSIB yourself. Through an agency, this is handled for you.
- First Aid / CPR certification — current (within 2 years).
- References — speak to at least 2 previous clients or employers directly.
⚠️ Important: Under Ontario law, anyone providing personal care to a vulnerable adult must have a current Vulnerable Sector Check — not just a standard criminal record check. These are different documents. A standard check will not reveal offences involving vulnerable persons.
Step 4 — Ask the right interview questions
Whether you are interviewing through an agency or meeting a privately hired caregiver, ask these questions:
- What experience do you have with [dementia / post-surgical care / the specific condition]?
- How do you handle a client who refuses personal care?
- What would you do in a medical emergency?
- Are you comfortable preparing [specific dietary requirements]?
- Can you provide two professional references I can contact?
- What is your availability — days, evenings, weekends?
Step 5 — Understand Ontario government funding
Before paying entirely out of pocket, explore whether your loved one qualifies for government-funded home care through Ontario Health atHome (formerly CCAC — Community Care Access Centre).
To apply:
- Call Ontario Health atHome at 310-2222 (no area code needed)
- Request a home care assessment — it is free and a coordinator will visit
- If eligible, a set number of PSW hours per week will be funded by the government
- If you need more hours than funded, a private agency fills the gap
Additional funding sources include the Ontario Caregiver Program, Veterans Affairs Canada (for eligible veterans), and the Disability Tax Credit. Private insurance and employee benefit plans also frequently cover PSW services.
Step 6 — Start with a trial period
Even after thorough vetting, it is normal for a client and caregiver to take a few weeks to find their rhythm. Start with a clearly defined trial period of 2–4 weeks before making a long-term commitment.
A good home care agency will rematch you at no charge if the fit is not right after the trial. Ask about this policy before starting.
Red flags to watch for
- Caregiver who cannot produce a current VSC (Vulnerable Sector Check)
- No PSW certificate from a recognised Ontario college
- Unwilling to provide references or references who cannot be contacted
- Agency that cannot confirm WSIB coverage for their workers
- Pressure to sign a long-term contract before a trial period
- Caregiver who frequently cancels or arrives late in the trial period
